peer pressure

my friends brother is a genius(sp?) he's making a program that could quite possibly alter the way people view the internet. here's it in laymens terms:

when you browse the internet, the speed is limited to what the server provides (since it's the only source). another effect is that when tons of people try to view a website at the same time, it overloads the server, tying it up (called the "slashdot effect." but with peer pressure, it changes it in a way that everyone that views the site acts as a cache server (it stores a small part of the site onto itself).
so when another person wants to view the site, his/her browser automatically detects the closest sources, and downloads what they want. So instead of this:
mirrors_oldway.jpg
you get this:
mirrors_newway.jpg

it would speed up the internet. and it is just cool.
